What is CPF?

The CPF lists the hours of training acquired throughout an individual's working life. It is open to all current employees, job seekers, self-employed and self-employed workers. Its objective is to allow everyone to train throughout their career, whether to change jobs, improve their professional skills or progress within their company. What does this reform consist of?

The government recently proposed a draft decree aiming to introduce a fixed charge of 100 euros for training financed by the CPF, with the aim of rationalizing expenses linked to this system in a context of reduction in public spending. Which means that anyone wanting to use their CPF will have to spend 100 euros to finance training. This measure, which is scheduled to come into force on 1er May 2024, aims to save more than 200 million euros upon its implementation.

What impact on the use of the CPF?

In 2022, the CPF saw a decline in popularity, with falling traffic to the official website. The introduction of an out-of-pocket payment could further compromise its use, particularly among the poorest. Currently, CPF has around 1,25 million users, almost half of whom are women and a third are job seekers. This measure could therefore limit access to training for the least financially advantaged individuals, thus reducing their opportunities for professional development.

Concerns about the reform

The remaining charge of 100 euros per training represents a financial obstacle for many people, in particular employees with the lowest incomes. Unions have expressed concerns about its impact on these populations, emphasizing that those who need it most could be hardest hit. Despite the protests, the reform seems to be implemented quickly, without guarantee of exemptions for the most vulnerable populations.
